Players will be competing for qualifying spots into the West Regional Invitational.

Hard Card

The current Rules of the United States Golf Association and the R&A govern play.

Complete text of Rules may be found in the current “Rules of Golf” and “Committee Procedures.”  Disregard Local Rules printed on club scorecards or posted at the course. Unless otherwise noted, the penalty for breach of a Local Rule is:

  • Match play -- Loss of hole
  • Stroke play -- Two strokes

 

LOCAL RULES

Out of Bounds:

  • Defined by course-side points, at ground level, of white stakes, lines and perimeter fence      
  • When the course-side edge of a paved road or curb defines out of bounds, a ball that is on or beyond the road or curb is out of bounds even though it may lie on another part of the golf course.

 

Penalty Areas:  

  • When a penalty area is bounded by out of bounds, the edge of the penalty area extends to and coincides with the out of bounds line.
  • When a penalty area coincides with the out of bounds line, Local Rule B-2 is in effect allowing an additional relief option on the opposite side of a red penalty area equidistant to the reference point.

 

Ground Under Repair: Defined by enclosed white lines. Other areas of ground under repair, even when not marked, include:

  • French drains (trenches filled with stones or the like)

 

Seams of Cut Turf: Model Local Rule F-7 is in effect.In the General Area or on the Putting Green, if the ball lies in or touches a seam of cut turf or a sod seam of cut turf interferes with the area of intended swing, the player may take relief under Rule 16.1. All seams within the area of cut turf area are considered the same seam.

 

Obstructions and Integral Objects: 

  • When located within hazards; liners in bunkers and artificial walls and pilings are integral objects unless otherwise provided for in Notice to Players.
  • White lined areas tying into obstructions are part of the obstruction.
  • When closely attached to trees, wrappings, electrical wire, and cables are integral.
  •  

Power Lines: “If a ball strikes the power line during play of a hole, the stroke is canceled and the player must play a ball as nearly as possible at the spot from which the original ball was played in accordance with Rule 14.6 (Making Next Stroke from Where Previous Stroke Made).”

 

Practice Putting Prohibited: Practice on or near the putting green of the hole last played and rolling a ball on the putting green of the last hole play is prohibited.  Penalty for breach is two strokes.

 

List of Conforming Driver Heads: Local Rule G-1 as prescribed in the Committee Procedures is in effect.

 

List of Conforming Golf Balls: Local Rule G-3 as prescribed in the Committee Procedures is in effect.

 

Pace of Play: Players should make each stroke in NO MORE THAN 40 seconds.    

                   

Suspension of Play Due to a Dangerous Situation: During suspension of play, once the siren has sounded any participant who plays a shot will be disqualified. All practice areas are closed during suspension for a dangerous situation until the Committee has declared them open. Players who practice on closed practice areas will be asked to cease doing so; failure to comply may result in revocation of entry.

 

Signals for Suspension of Play:

  • Suspension for a dangerous situation: One prolonged siren or air horn blast.
  • All other types of suspension: Three consecutive air horn blast.
  • Resumption of play: Two air horn blasts.

 

TERMS OF THE COMPETITION

Official Event:

In all Faldo Hurricane Series events, an official event may be constituted by reverting to the results of an earlier round. Eighteen holes may constitute an official event. 

 

Close of Completion:

The competition is deemed to have closed when the winner has been announced, or in the absence of a prize ceremony, when all scores have been approved by the Committee.

 

Distance Measuring Devices: The Faldo Hurricane Series permits the use of devices that measure distance only under rule 4-3. Devices that measure wind and/or slope are not permitted. Penalty for breach is disqualification.

 

Ear Phones And Cell Phones: The use of ear phones, cell phones, and devices that play music is prohibited during the stipulated round (this includes i-Pods).

Code of Conduct

The Faldo Hurricane Series code of conduct has been instituted to ensure an enjoyable event for each and every person attending the tournament. All Faldo Hurricane Series competitors are expected to abide by all rules and regulations set forth by the tour.

 

Golf Attire

All Faldo Hurricane Series participants are required to wear proper golf attire at the host facility. Blue jeans, cut offs, and t-shirts will not be permitted. If you show up to an event without proper attire you will be asked to change clothing. If you wear a hat, it must be worn in a proper manner at all times. All golf shirts are required to have a collar or mock turtle neck (host facility permitting) and be tucked in.

 

Behavior

The Faldo Hurricane Series will not tolerate poor behavior at the host facility. All participants are expected to carry themselves as ladies and gentlemen at all times. Swearing, club throwing, yelling, and cheating will not be tolerated.

 

Drugs, Alcohol, and Tobacco

The Faldo Hurricane Series does not allow the use of these products. These products will not be allowed on the golf course or any facility affiliated with the event. The use of these products will result in disqualification and possible suspension from future events.

 

Code of Conduct Violation Penalties

The Faldo Hurricane Series Tournament Committee, based on severity and frequency of the violation(s), may in accordance with Rule 33-7:

Warn the player, Issue a one stroke penalty for breach of conduct Disqualify the player from the tournament at which the violation occurs, or Depending on the severity of the violation, a tournament disqualification may also result in disqualification from the next tournament(s) for which a player has been accepted. The Faldo Hurricane Series reserves the right to suspend or revoke a player’s membership or entries for a serious breach of the Faldo Hurricane Series Code of Conduct. A player’s disregard of others is not limited to the current round but may include repeated offenses from tournament to tournament

Pace of Play Policy

Summary

When the first player in a group has begun play on their 1st hole all players in the group are deemed to be on the clock and subject to timing. Additional info:

 

All 18 holes on the golf course will be considered a checkpoint. The Faldo Hurricane Series will utilize a color-coded card system (Green cards and Red cards). A Faldo Hurricane Series staff member, inside the scoring area, will confirm penalties with groups. It’s the players responsibility to know what color cards they receive throughout the round. The 1st group of the day is measured against time par until they get into position with any group in front of them.

 

Timing Cards

Green Card– Your group is in position AND/OR under the allotted time through that checkpoint

Red Card– Your group is out of position AND over the allotted time par (BOTH conditions MUST be met).

 

1st missed checkpoint – warning* (warning remains for duration of the round) 2nd missed checkpoint – liable to a penalty of one stroke 3rd missed checkpoint – liable to an additional penalty of two strokes 4th missed checkpoint – liable to disqualification

*Once a group receives a red card, they will have 2 holes to get either back in position OR under time par. If after 2 holes the group is still out of position AND over time par the group is liable to receive another red card.

 

When the group is back in position OR under time par they will receive a green card.

*When a group falls behind- regardless of the reason it must regain its position. Time for ball searches, rulings and walking time between holes is included in all maximum allowable times

*The group will be liable to penalties if in the Committee’s view a reasonable effort was not made by the players to complete their round within the allotted time. Any penalties will be confirmed and issued in the scoring area. No conversation or issuing of penalties will take place on the course.

 

Definitions

Overall Time Par: is the allotted time expected that all groups will complete a round based on golf course and weather conditions, setup, forced walks and quality of field.

 

A player is allowed 40 seconds to play a shot. A competitor’s time begins when the competitor has had a reasonable opportunity to reach his or her ball, can do so without interference or distraction. Play ready golf. In position times are measured from “Flagstick to Flagstick”. Your group time begins when the group in front of you replaces their flagstick and ends when your group replaces the flagstick.

 

Out of Position: When the group falls more than 15 minutes behind the group in front of them (flagstick to flagstick time).

 

The Faldo Hurricane Series encourages ready golf and strives for rounds under 4-hours and 30-minutes.

 

Caddie Policy
All players in all age divisions are allowed to use a caddie for all FHS events. Parents are not allowed to caddie for their own kids. Please see the caddie policy below which is strictly enforced. 
 
A “caddie” is one who assists the player in accordance with the Rules, which may include carrying (transporting) or handling the player’s club during play. Along with the use of caddies comes the following strict guidelines and polices that all players and caddies will be held to.
  • Caddies will be allowed to transport the player’s clubs and equipment
  • Caddies will be allowed to search for a player’s golf ball
  • Caddies will be allowed to clean a players golf ball
  • Caddies will be able to give players advice (Pace of Play Policy will be strictly enforced)
  • Caddies will be allowed to transport a player only when shuttle holes have been designated on the Notice to Competitors, during evacuation/restart or back to a previous spot in order play in accordance with Rule 20-5 and then back to where the player was picked up. Penalty for breach of the Transportation Condition is: Two strokes for each hole at which the breach occurred; maximum penalty per round is four strokes.

 

Motorized Carts
Caddies will be allowed to use motorized carts. Players will not be able to ride in the motorized cart at any point during the round. Caddies may use the motorized cart to transport themselves and the player’s equipment ONLY. If the player is in breach of this rule they will be subject to a 2 stroke penalty for unauthorized transportation.
The Hurricane Junior Golf Tour has the authority to eliminate or modify this policy at any time.
Breach of Policies and or rules by caddies
  • 1st Offense = Warning from an FHS official
  • 2nd Offense = Caddie will be removed from the golf course
 
If a player can receive a penalty for a breach of a Rule then the same breach by their caddie will cause the player to receive the same penalty.
Spectator Policy

General Conduct

Your child is attempting to play at a national level and spectators will be held to a high standard at all Faldo Hurricane Series events. Please be aware that coaching of any player, on the golf course, is not allowed. Quietly follow players and keep emotions to a minimum. Smoking and drinking should be kept to a minimum and is not encouraged at any of our events.

 

Phones

Cell phones are not to be used on the golf course. Please turn off all electronic devices or set them to a silent ring. Cell phones may be used at the clubhouse area (if the club permits).

 

Dress Code

All Faldo Hurricane Series spectators are expected to dress appropriately at the host facility. Blue jeans, tank tops, short shorts, flip flops, and other casual attire should not be worn on the golf course.

 

Communication with Faldo Hurricane Series Participants

Spectators may interact with players in the event of a health reason and handing them sunscreen, food, and beverage only. When a spectator decides to do this they should always do it in front of another spectator and/or other players. (Rule 8- Advice)

 

Rules Officials

Rules officials will be scattered throughout the golf course to assist players in need of rulings, to monitor pace of play, and for emergency situations. Players and spectators should notify a rules official when a situation arises on the golf course.

In the situation there is not a rules official nearby; a player should play a second ball under rule 3-3. Please be aware it’s the player’s responsibility to know the rules of golf.

Spectators should respect a rules situation. All spectators are asked to stay 25 yards away and not to be involved in the conversation. A spectator will be brought into a situation only if asked by the official.

Spectators should not confront Officials. If a spectator has a question, or information, for an Official it should be done away from the players and in a calmly manner

 

Advice (Rule 8. Advice; Indicating Line of Play)

"Advice is any counsel or suggestion that could influence a player in determining his play, the choice of a club or the method of making a stroke. Information on the Rules or on matters of public information, such as the position of hazards or the flagstick on the putting green, is not advice."

Spectators are encouraged to stay out of rulings entirely. As a spectator you do not want to put a player in a situation where he gets a wrong ruling and is disqualified. You also put the player at risk of breaching Rule 8 (advice). All spectators are highly encouraged to read through Rule 8 (advice) in its entirety.

Penalty for a breach of Rule 8(advice) is loss of hole in match play or two strokes in stroke play.

 

How to properly follow a group (Where you should stand & walk)

  • All spectators should follow players from a distance (at least 25 yards) and stay in the rough or on the cart paths. Spectators should NOT be in the fairways.
  • Always stay to the side of the action and remain calm and quiet.
  • Please keep up with your group. Move forward to the putting green when all shots have been completed.
  • Spectators must never be on the putting surface and should observe the putting green from a reasonable distance that will not interfere with the competitors.
  • Looking for Balls – As a spectator please help spot balls for all participants. This is a practice that helps our pace of play and is highly encouraged by all spectators. Please keep in mind the five minute rule.

 

Spectator Cart Policy

(The Faldo Hurricane Series takes this policy very seriously and any breach will result in the spectator cart being taken away)

Carts may be rented by spectators based on course availability - the daily fee is determined by each individual club and will be posted in the tournament information page on the website.

Spectator carts are required to stay on the cart path at ALL times. If the golf course doesn't have cart paths then the cart must stay in the rough at all times. A maximum of three carts will be allowed per group. This is to ensure each group has the opportunity to purchase a spectator cart (based on availability). Carts may only move forward on the golf course (from tee to green) except in case of a weather evacuation. Carts may not move while competitors are playing a stroke Only 2 people per cart are allowed except during evacuation. Spectator carts will NOT be used for shuttling of players from green to tee unless stated on the Notice to Players (local rules sheet) that is given to each player. Spectator’s carts will be used to assist with evacuation of players and spectators and may leave the cart path as necessary during an evacuation. In the event that we need to evacuate the course, spectators who have a cart are encouraged to pick up as many juniors as possible to ensure quick safety. Spectator carts may carry water for players but no golf equipment and may also carry any other spectator's items such as umbrellas etc..

 

Appreciation of Golf Course and Staff

It is appropriate to express your appreciation to the host facility at the conclusion of an event. The golf course staff works very hard to ensure the course is in great shape and that we can have an enjoyable event. This significantly affects the Faldo Hurricane Series being able to return to that particular facility in the future. Please set a great example for your child and all people present. As a spectator we ask that you also respect our volunteers and tournament staff. If it weren’t for the staff members and volunteers, the Faldo Hurricane Series would not be able to run the caliber of event that you prefer.
